The following are excerpts from a 19 January 2004 memorandum issued by the

Department of the Army
Yuma Proving Ground,
Yuma Test Center,
Yuma, Arizona:

Purpose: An ongoing test is being conducted on 30 cooling vests supplied by Silver Eagle Outfitters at YTC. The cool vests were issued to a group of vehicle operators and gunners in August/September 2003.

Evaluation Results:
 
 
  • A total of twenty-four vests and five hats were issued. All wearers reported reduction in heat stress when wearing the vest. Outside temperatures were above 100ºF. The inside of most armored vehicles when driven in the sun is a minimum of 10ºF hotter.
  • Significant cooling was reported even during high-humidity days (50% or greater).
  • The cooling effect was more significant when a light wind was blowing, but the vest… needed more frequent soakings.
  • All participants reported the vest comfortable to wear and easy to use.
 
Conclusion:

A significant reduction in heat stress was reported when wearing the vests and hats. All of the participants reported the equipment comfortable and continue to wear when needed… It is recommended that the [Silver Eagle] Cool Vests be available for all personnel not working in air-conditioned areas.
